Who we are

In Melbourne, water is essential to our way of life. As caretakers of Melbourne’s water cycle and catchments, we care for water, life, and land across the city. From protecting storages and preparing for floods, to delivering infrastructure and supporting healthy waterways, our work shapes how Melbourne lives.

At the same time, we plan for the future, preparing for climate challenges in a growing city and making sure this essential system works for generations to come.

If you want your work to make a real difference, are willing to dive into complex challenges, and believe in doing what’s right, you’ll find your place here.

About the Role

As the Capability and People Experience Partner, you’ll work side-by-side with Executives and senior leaders to shape the workforce and culture of your portfolio. You’ll use insight and data to identify capability needs, build practical workforce plans, and design and deliver OD initiatives that create real behaviour change—coaching leaders, facilitating impactful forums, and embedding solutions that lift performance and engagement across the business.

  • Partner with Executives and Senior Leaders to diagnose capability, culture, and organisational needs across your portfolio.
  • Lead portfolio people planning, using data and feedback to identify strengths, gaps, critical roles, and future capability priorities.
  • Facilitate high-impact leadership forums and workshops, including ownership of key leadership group forums.
  • Coach and influence senior leaders to strengthen leadership impact, accountability, and conditions for high performance.
  • Act as the business-facing OD partner, translating insight into clear actions leaders can adopt and embed.
  • Collaborate across the Capability & People Experience team, sharing enterprise insights and enabling cross-portfolio learning.

  • Strong commercial acumen—able to translate OD into business outcomes and clearly articulate value and impact.
  • Demonstrated ability to manage busy portfolios, balancing multiple senior stakeholders and priorities with autonomy and pace.
  • A broad OD toolkit, including significant experience in strategic talent management, leadership development, and culture change.
  • Relevant tertiary qualification in HR, Business, Psychology (or similar).

This role would suit a senior OD/strategic HR partner who thrives in complexity, builds trusted relationships with Executives, and loves turning insight and data into practical workforce, leadership and culture initiatives that deliver measurable impact.
