Who We Are

In Melbourne, water is essential to our way of life.

As caretakers for Melbourne’s water cycle, we care for water, life and land throughout Melbourne: both its people and its biodiversity.

Each time you drink from the tap, flush a toilet or kayak down the Yarra, we’re there. Primed and ready, quietly delivering some of the world’s cleanest water for over five million residents and wildlife that call Melbourne home, just as we have for over 130 years.

If you value making it count, diving in with curiosity, and doing what’s right, you're in the right place.

About The Role

We’re seeking a highly capably Economic Regulation Manager to help shape our pricing strategy in a highly regulated utility environment. This is a full-time, permanent role, based at our Docklands Head Office, with a 50% structured hybrid working arrangement to support flexibility.

This critical role ensures we deliver sustainable revenue outcomes to meet our customer expectations, regulatory obligations and strategic objectives. Working across the business and with key external stakeholders, you’ll play a central role in shaping pricing strategy, regulatory submissions, and economic policy, with a high degree of autonomy and influence. This role will involve extensive engagement with key customers, internal stakeholders, Government departments and MW’s senior leaders and executives.

You will:

  • Lead the development and delivery of the Price Submission to the Essential Services Commission, ensuring outcomes that support long-term financial sustainability and customer value.
  • Develop and manage complex pricing, revenue and cost allocation models, as well as develop demand forecasts that will inform decision-making and regulatory submissions.
  • Play a key role in influencing and building relationships with stakeholders, preparing high-quality board papers, regulatory submissions, and strategic recommendations.

This role requires a balance of technical expertise, commercial insight, and strong stakeholder engagement capability.

About You

  • Extensive experience in economic regulation, pricing, or utilities, ideally within water, energy, or a regulated environment
  • Experience at regulatory bodies or in consulting, or regulatory bodies (e.g. advisory to government, regulators or regulated utilities) will also be considered
  • Tertiary qualification in economics, engineering, finance, commerce, or a related discipline, with strong analytical capability
  • Proven experience developing and managing complex financial/pricing models, with strong numerical and problem-solving skills
  • Excellent communication, stakeholder engagement, and negotiation skills, with the ability to influence executive-level audiences and drive consensus across competing priorities
  • Ability to translate complex technical and regulatory concepts into clear, actionable insights
