Who we are.

In Melbourne, water is essential to our way of life. As caretakers of Melbourne’s water cycle and catchments, we care for water, life, and land across the city. From protecting storages and preparing for floods, to restoring waterways and supporting thriving communities, our work shapes how Melbourne lives.

At the same time, we plan for the future, preparing for climate challenges in a growing city and ensuring it remains resilient for generations to come.

If you want your work to make a real difference, are willing to dive into complex challenges, and believe in doing what’s right, you’ll find your place here.

About the Role

Step into a pivotal leadership role where your commercial expertise directly shapes the future of major infrastructure and sustainability initiatives. As the Senior Commercial Advisory Lead, you will act as a trusted advisor to the Chief Finance Officer, providing independent, high‑impact financial and commercial guidance across a diverse portfolio of new water and commercial projects. From emerging opportunities like waste‑to‑energy and recycled water growth to complex land and partnership ventures, you will play a central role in ensuring investments are commercially robust, strategically aligned, and deliver value for both customers and stakeholders.

Working across the full project lifecycle—from early concept through to contract close and delivery, you will provide Board‑ready insights, guide key decision points, and ensure strong governance under regulatory and shareholder frameworks.

  • Lead rigorous investment analysis, shape business cases, and advise on transaction structures such as joint ventures, partnerships, and concession models.
  • Translate complex financial information into clear, actionable advice will be critical to informing high‑stakes investment decisions.
  • Develop and support / review business cases relating to the commercial and new water initiatives, investment papers, and Board submission.

We are looking for a commercially astute leader with deep experience in complex infrastructure or regulated environments, strong financial modelling and transaction expertise, and a track record of influencing at Board and executive levels.

About you:

To be successful in this role you will have a:

  • Extensive experience as a trusted senior advisor within a financial / commercial / corporate advisory role, ideally in infrastructure-heavy or regulated environments
  • Strong skills in strategic thinking, investment decision support, and governance alignment.
  • Expertise in end-to-end project lifecycle advisory (opportunity → transaction → delivery)
  • Capability to balance commercial returns with regulatory, shareholder, and customer outcomes.
  • Demonstrates professional leadership mindset and behaviours with the ability to lead change, drive alignment, and operate cross-functionally.
  • Proven ability to prepare and deliver Board-level investment papers and decision submissions with a positive history advising on complex commercial transactions and investment decisions.
  • Advanced capability in financial modelling, valuation, and investment analysis (NPV, IRR, scenario modelling)
  • Knowledge of regulatory frameworks and pricing environments with expertise in business case development and investment governance frameworks
  • Demonstrated experience with public–private partnerships (PPP), joint ventures, or similar structures and exposure to regulated sectors, desirable: water, energy, resource recovery, industrial projects) highly advantageous.

A CPA / CA (or equivalent) alongside a Tertiary qualification in finance, economics, commerce, law, or engineering (or equivalent experience)

If you thrive in a high‑impact, advisory‑led role where you can shape major investments and drive meaningful outcomes for communities and the environment, this is an exceptional opportunity to make your mark.
