About the Role

Melbourne Water is seeking an experienced and motivated Major Hazard Facility & Process Safety Lead to play a critical role in managing high-consequence risk across our water supply assets.

This role provides leadership across Major Hazard Facility compliance, process safety assurance and dangerous goods risk management, with primary accountability for the Silvan Treatment Plant Major Hazard Facility and associated WorkSafe Victoria obligations. You will also support broader process safety uplift across other high-risk dangerous goods sites  including Tarago and Cardinia treatment plants.

In this role, you will lead the maintenance, review and assurance of safety case documentation, control registers, bow ties, critical controls and process safety performance reporting. You will work closely with operations, maintenance, capital delivery, HSE and external regulatory stakeholders to ensure risk controls are understood, maintained and effective.

• Act as the primary Water Supply contact for WorkSafe matters relating to Silvan MHF obligations, including required notifications, coordination of inspections and oversight activities, and closure of agreed follow-up actions.
• Maintain oversight of process safety incidents, technical management of change and emergency planning interfaces where they may affect MHF or dangerous goods risk controls, leading investigations or reviews where required.
• Coordinate accountabilities across operations, maintenance, capital delivery, HSE and process improvement teams so that risk control ownership, action management and escalation pathways are understood.
• Lead agreed process safety forums, reporting cycles, improvement plans, budgets and projects within delegated authority and agreed priorities.
• Provide targeted support to other critical management systems, including drinking water quality, environment and safety, where agreed with the Area Manager Management Systems.

About you:

You will bring practical judgement, strong stakeholder engagement skills, autonomy and a continuous improvement mindset to help strengthen process safety outcomes across critical water supply infrastructure.

• Demonstrated experience in HSE management systems. Experience with MHF relicensing and/or coordinating Safety Management Systems within a Major Hazard Facility, including managing a relationship with Worksafe highly desirable.
• Experience in leading investigations using structured methodologies like ICAM highly desirable.
• Strong analytical, complex problem-solving and data management skills, including trend analysis and clear presentation of information.
• Proven ability to influence, engage and work constructively with stakeholders to deliver agreed commitments and drive behavioural change.
• Understanding of drinking water treatment or similar operational processes, supported by experience with safety and/or management systems, relevant regulations and standards would be advantageous.
• Demonstrated ability to manage competing tasks, work strategically and in detail, and deliver high-quality outputs within tight deadlines under limited supervision.

While direct MHF experience is preferred, we are also open to candidates with transferable experience in process engineering, hazardous substances, regulatory compliance or operational risk who are motivated to build depth in this specialist field
