About The Role

Reporting to the Manager Service Programs, we have a full-time, permanent opportunity for an experienced Specialist Service Planner to join the Water Harvest & Transfer team.

In this role, you will lead the development and review of medium to long-term programs of work across the Water Transfer portfolio, working collaboratively with internal and external stakeholders.

You will play a key role in ensuring Melbourne Water has an optimised, fit-for-purpose approach to the planning, management and prioritisation of its water transfer assets, balancing organisational risk, service requirements, investment priorities and environmental commitments.

Key Responsibilities:

In this role, you will:

  • Lead the development and continuous improvement of asset management programs, providing clear direction on investment prioritisation, risk management and delivery in line with Melbourne Water frameworks.
  • Provide specialist technical expertise in strategic asset planning, asset management maturity, program management and associated business processes.
  • Translate Service Master Plans into system and asset-level technical objectives, including the development and maintenance of Asset Management Plans.
  • Lead the development of investment programs and major interventions, including Business Needs Identifiers (BNIs) and Allocation business cases, supporting pricing submissions and the ongoing management of approved programs.
  • Develop performance objectives for the Water Transfer service portfolio and collaborate across the business to monitor, assess and respond to program performance.
  • Provide technical expertise and judgement to support the prioritisation of capital, maintenance and non-asset investment programs.
  • Support the review of service risk profiles across asset portfolios and contribute to the annual Service Capability Report.
  • Provide technical leadership, guidance and mentoring to Senior Service Planners and Service Planners.
  • Champion the consistent application of asset management processes while identifying opportunities to improve systems, processes and ways of working.

About You

You will bring:

  • A tertiary qualification in engineering or a related discipline, supported by demonstrated industry experience.
  • Active engineering registration in a relevant discipline.
  • Extensive experience in asset management and planning, including risk assessment, prioritisation and investment planning.
  • Demonstrated experience implementing and improving asset management processes, frameworks and tools.
  • Experience managing and planning infrastructure assets, ideally within a complex operating environment.
  • Strong technical leadership capability, with experience providing guidance across complex works, projects and programs.
  • Demonstrated knowledge and experience in whole-of-life asset management and large-scale infrastructure planning.
  • Sound knowledge of asset planning, project or asset management practices and associated risk management techniques.
  • An understanding of water transfer networks and their operational and planning requirements.
  • Strong financial and commercial acumen, including an understanding of portfolio prioritisation and risk management models.
  • Proficiency with asset management and business systems such as MAXIMO, Altus and Microsoft 365.
  • Strong analytical and critical-thinking skills, with the ability to assess solution options and associated financial considerations, including NPV and construction estimates.
