About the Role

Reporting to the Procurement Manager, Sourcing Delivery, this is a pivotal role for the delivery of leading and facilitating sourcing and procurement tender activities across multiple category portfolios. The role is responsible for developing, delivering, and managing the end-to-end sourcing process from when a sourcing need is identified and allocated in the Programme of Works, to contract execution. The Sourcing Manager will be responsible for coordinating, seeking, and managing inputs from internal business unit clients, and cross-functionally between the Category Management function, and Contract Management function within the Procurement and Contract Management team.

  • Ensure compliance with organisational procedures associated with the sourcing process.
  • Supporting and leading internal Business stakeholders with scoping requirements, and developing tender suites, evaluation criteria, and assessment outcomes for tender events.
  • Managing conflict of interest and 1st line Probity requirements amongst stakeholder groups across the life of the sourcing event.
  • Providing related Procurement Framework and Contract Management Framework guidance to cross-functional stakeholder groups where it relates to the sourcing activities.
  • Evaluating and researching the use and choice of prequalified suppliers, pre‐qualification criteria or processes for supplier appraisal in the sourcing process taking into account stakeholder requirements, CMP insights, and contract management inputs.
  • Negotiating requirements with internal stakeholders and create best value for money outcomes and manageable risk outcomes achieved with suppliers acting within limits of authority.
  • Engaging stakeholders to devise specifications, KPIs and other instruments to encourage suppliers to prevent, detect and eradicate breaches of ethical standards (Social Procurement outcomes such as SOCI, Modern Slavery, Local Jobs First, Diversity & Inclusion, Gender equality, Tradition Owner engagement).

About you:

  • Supply Chain and Logistics degree or equivalent alongside CIPS membership or certification.
  • Demonstrated ability to undertake end-to-end sourcing activities with cross-functional input.
  • Demonstrated communication skills across mid-to-senior stakeholders and vendor environments.
  • Knowledge of Victorian Government Procurement policies, and frameworks; advantageous
  • Knowledge in Zycus e-procurement platform or similar product desirable
  • Expertise in sourcing process administration, and management.
  • Commercial evaluation and analytical skills. 
  • Strong understanding of contractual terms and negotiating levers.
  • Excellent experience in tendering policy (RFx), procedures, and evaluation; contract administration, management, and negotiation.
