About the Role

Reporting to Head of Capital Program Management Office this is a pivotal role within the Capital PMO team. As the Manager Contracts & Compliance you will be responsible for leading a team of professionals including capital delivery contract management, commercial acumen, business administration and reporting to support and enable the delivery of capital by Service and Asset Lifecycle. You will:

  • Oversee the development of efficient and effective contract management capabilities across Service and Asset Lifecycle that drive business value through strong alignment with Melbourne Water’s procurement, legal and delivery teams, maintenance service providers and industry partners.
  • Accountable for ensuring the facilitation, coordination and delivery of efficient project development and delivery through the use of our capital value chain panels and frameworks via strong engagement across Melbourne Water.
  • Develop and maintain strong working relationships with key stakeholders to lead and drive the monitoring and evaluation of the panel and framework contract performance and compliance, management of claims and to resolve disputes and monitor corrective actions as required.
  • Provide leadership and expert advice on contractual, procurement and probity matters relating to delivery via the capital delivery contracts including being the initial contract escalation point, in liaison with the Procurement Team, for contractual disputes and/or failure of service provider performance.
  • Working closely with finance, legal and procurement teams to ensure compliance with MW policies and procedures as well as regulatory requirements including ensuring sound record keeping practices
  • Foster a high performance and safe culture by setting clear goals and objectives, holding people accountable and effectively managing performance.

About you:

  • Exceptional ability to build and maintain strong relationships and partnerships both within and outside the business with proven consultation, negotiation and influencing skills.
  • Extensive experience in the management of multi-million-dollar contracts
  • Extensive experience in Regulatory and Legislative Compliance requirements
  • Demonstrated competency in the management of complex Capital delivery models and contracts with strong financial and commercial acumen skills to control, budget and forecast expenditure.
  • Experience in building, developing, and leading high performing technical teams and delivering outcomes in an environment with complex issues, programs, and stakeholders.
  • Tertiary qualification in engineering, commercial, legal, financial, or business management
