About The Role

Salary: Hay Grade 16 - up to $161,535 total remuneration package - depending on experience, plus flexible working arrangements.

Reporting to the Manager Operational Technology, this is a full time, permanent role with the OT team. The Team Lead OT Cyber Engineering is responsible for providing technical and people leadership to a specialist team responsible for the secure design, assurance, operation and continual improvement of OT systems.

The role leads the practical application of enterprise cybersecurity frameworks, service and risk management requirements to OT environments, ensuring systems are designed, operated and maintained in line with defined risk tolerances and regulatory obligations, while remaining fit for purpose in safety-critical operational contexts. The role contributes engineering judgement, review and assurance within its delegated scope, including formal engineering endorsement where required.

Supported by registration as a professional engineer in Victoria, the role ensures cybersecurity frameworks, policies and risk tolerances are understood, interpreted and applied appropriately to OT systems using a practical, lifecycle-based engineering approach.

Accountabilities:

  • Provide senior technical and people leadership for OT cyber engineering activities within the team’s scope.
  • Oversee the effective operation of OT cybersecurity tooling and vulnerability assessment activities within delegated scope
  • Apply a whole-of-system, whole-of-lifecycle engineering approach to cybersecurity across design, delivery, operation, change and decommissioning, identifying and implementing improvements to OT cyber engineering practices where required.
  • Contribute cyber engineering input to OT system architectures and designs to reduce attack surface and improve resilience while maintaining operability and reliability.
  • Provide technical oversight of OT cybersecurity governance, risk and compliance activities, ensuring GRC practices are integrated into engineering and operational processes.
  • Review and assure OT cyber engineering designs, changes and operational practices, providing engineering judgement and endorsement where required within delegated authority.
  • Ensure cybersecurity and cyber-functional safety considerations are addressed in a coordinated manner when assessing engineering trade-offs.
  • Support identification, assessment and treatment of OT cyber risks and contribute to uplift initiatives and assurance activities.
  • Ensure OT cyber engineering standards, procedures and technical controls are implemented consistently, including configuration management, change control, vulnerability management and patching. Contribute to their development and continuous improvement.
  • Provide senior technical input during OT cyber incidents, investigations and assurance activities.
  • Work collaboratively with IT, enterprise security, asset managers, project delivery and operations to achieve aligned, operable outcomes.
  • Lead, coach and develop the OT cyber engineering team, including accountability for the OT cybersecurity GRC function, workload prioritisation and performance support.
  • Foster a strong engineering, safety, security and risk-aware culture within the team.

About You

Qualifications & Experience:

  • Bachelor of Engineering (Electrical, Control Systems, Cyber Engineering or equivalent).
  • Registered Professional Engineer (Victoria)
  • Significant experience in OT, control systems and critical infrastructure environments, including cybersecurity.
  • Demonstrated experience applying cybersecurity frameworks and standards (e.g. AS/IEC 62443, NIST CSF / 800-53, ASD Essential 8, VPDSF) across the OT lifecycle.
  • Strong understanding of safety-critical and regulated environments and the interaction between safety, reliability and cybersecurity.
  • Systems engineering experience and knowledge of industry best practice and emerging technologies highly regarded.
  • Obtain AusCheck Clearance. (please see important information below*)

The Security of Critical Infrastructure (SoCI) Act 2018 requires Melbourne Water, as an operator of critical infrastructure, to prepare a Critical Infrastructure Risk Management Program (CIRMP), which has been undertaken and managed by the Security and Emergency Management Team.

Melbourne Water are required to assess roles across Melbourne Water to determine what roles are critical under the Act. All employees working in a role deemed SOCI critical will require additional background checks via AusCheck. The role of Lead information Management is deemed critical and the preferred applicant will be asked to undertake an AusCheck.
