About The Role

Salary: Hay Grade 16 - up to $161,535 total remuneration package - depending on experience, plus flexible working arrangements.

Reporting to the Manager OT Engineering, this is a full time role within OT team based from Bangholme, plus one day a week from the Docklands Head Office. The Team Lead OT Engineering ETP is responsible for leading engineering activities to ensure the safe, reliable, secure and compliant performance of OT and control systems assets within the assigned area of responsibility.

The role leads a team responsible for asset lifecycle planning, maintenance strategy, renewal initiation, continuous improvement, and engineering assurance within defined standards, delegated authority, and approved risk tolerances. The Team Lead is accountable for the overall engineering output, professional standard, and technical integrity of work produced by the engineering team.

The role upholds recognised good engineering practice and ensures assigned OT assets are engineered, maintained and improved to a high professional standard. The role does not set enterprise engineering policy or own portfolio investment decisions.

Accountabilities

  • Provide senior technical and people leadership for OT engineering activities within the assigned area of responsibility.
  • Allocate work, manage workflow and priorities, and ensure engineering deliverables are completed safely, efficiently, and within agreed operational and project timeframes.
  • Make day-to-day engineering decisions within assigned scope and delegated authority, ensuring professional engineering judgement is applied to complex or non-routine issues and statutory systems are maintained, audited and treated according to the relevant legislation.
  • Provide technical leadership in programming, configuration, integration, testing and troubleshooting of OT systems.
  • Ensure availability, reliability, security and functional integrity of assigned OT assets through proactive asset health monitoring, root cause analysis and corrective engineering action.
  • Lead preparation and endorsement of OT asset management plans, including condition assessment, lifecycle strategy, maintenance strategy development, repair-versus-replace decisions and renewal recommendations aligned to defined risk tolerances.
  • Ensure cyber security risks relevant to operational technology assets are appropriately identified and considered within asset management plans, engineering changes, and renewal scope.
  • Provide engineering direction for significant maintenance, system integration and project activities, ensuring modifications are robust, maintainable, cost effective, and aligned to operational requirements, Melbourne Water and Australian Standards.
  • Ensure functional safety systems are maintained, tested, and documented, and participate in risk assessments (e.g., HAZOP/CHAZOP).
  • Ensure engineering standards, procedures and technical controls are implemented consistently, including configuration management, management of change and integration practices, contributing to their continuous improvement.
  • Interface with OEMs, contractors, and internal stakeholders on technical matters, and prepare and present engineering performance updates, technical findings, and risk insights professionally.
  • Share technical learnings and improvement opportunities across teams and contribute to broader operational improvement initiatives.

About You

Qualifications & Experience:

  • Bachelor of Engineering (Electrical, Control Systems or equivalent).
  • Registered Professional Engineer (Victoria).
  • Significant experience in delivering control systems engineering in operational environments, preferably within water, rail, energy, or other heavy industry.
  • Demonstrated ability to understand, develop, implement and explain OT, working with a broad range of stakeholders of varying technical skill.
  • Demonstrated understanding of industry standard procedures including change management, engineering drawing management, FAT, SAT & ITP
  • Strong understanding of asset management principles, including condition assessment, obsolescence management, and renewal planning.
  • Sound understanding of functional safety principles, industrial risk management, and safety-in-design obligations.

*Important Information

The Security of Critical Infrastructure (SoCI) Act 2018 requires Melbourne Water, as an operator of critical infrastructure, to prepare a Critical Infrastructure Risk Management Program (CIRMP), which has been undertaken and managed by the Security and Emergency Management Team.

Melbourne Water are required to assess roles across Melbourne Water to determine what roles are critical under the Act. All employees working in a role deemed SOCI critical will require additional background checks via AusCheck. The role of Lead information Management is deemed critical and the preferred applicant will be asked to undertake an AusCheck.
