About The Role

Melbourne Water is seeking an accomplished and people-focused leader to join our Eastern Treatment Plant (ETP) as the Manager, ETP Environmental & Management Systems. This is a permanent full-time opportunity based at one of Australia's largest and most complex wastewater treatment facilities.

Reporting to the Head of Eastern Treatment Plant, you will lead a specialist team responsible for process safety, environmental compliance, management systems, and operational assurance. This pivotal role will drive the integration of safety, environmental, quality, security and emergency management systems to support safe, reliable and efficient plant operations.

As a key leader within ETP, you will oversee the facility's Major Hazard Facility (MHF) licence, ensure compliance with regulatory obligations, and work closely with internal and external stakeholders to safeguard Melbourne Water's licence to operate while enabling operational excellence and continuous improvement.

Key responsibilities:

  • Lead a multidisciplinary team responsible for process safety, environmental compliance, assurance activities and management systems across the Eastern Treatment Plant.
  • Oversee the integration of Melbourne Water's Security and Emergency Management processes at ETP, ensuring compliance with legislative, regulatory and organisational requirements.
  • Lead the implementation and integration of Safety, Environmental and Quality Management Systems to support operational performance and governance outcomes.
  • Manage assurance programs including audits, inspections, reviews and reporting activities, ensuring identified risks, gaps and non-conformances are addressed effectively.
  • Drive continuous improvement initiatives associated with Major Hazard Facility (MHF) and Dangerous Goods obligations, including safety case management, incident investigations and the sharing of lessons learned.
  • Manage projects, budgets and reporting requirements that contribute to the achievement of ETP's strategic and operational objectives.
  • Influence and collaborate with a diverse range of internal and external stakeholders to ensure activities and projects are delivered safely, compliantly and in line with operational requirements.
  • Provide strategic oversight and coordination of land use planning activities across ETP, including leases, licences, capital projects and future development opportunities.
  • Build and maintain effective relationships with regulators and key external stakeholders, including EPA Victoria, WorkSafe and Fire Rescue Victoria, to manage risk, influence outcomes and support Melbourne Water's licence to operate.

About You

We are looking for a strategic and technically capable leader who combines strong operational experience with proven people leadership and stakeholder engagement skills.

You will bring:

  • A tertiary qualification in Engineering (Chemical, Process, Environmental, Mechanical) or a related discipline required.
  • Significant experience within complex industrial or process environments such as wastewater treatment, water utilities, oil and gas, mining, manufacturing, chemical processing, energy generation or similar sectors.
  • Strong technical expertise in engineering, operational leadership and management systems.
  • Demonstrated success leading, developing and motivating high-performing teams to deliver operational and strategic outcomes.
  • Extensive experience managing Quality, Environmental, Safety and other integrated management systems.
  • Proven project management capability supported by sound commercial and financial acumen.
  • Experience in Major Hazard Facilities (MHF) and/or process safety management, highly regarded.
  • A strong track record of leading change and driving continuous improvement in complex operating environments.
  • Demonstrated ability to engage, influence and build credibility with regulators, industry bodies and key stakeholders.
  • Exceptional communication, stakeholder management, negotiation and influencing skills.

*Important Information

The Security of Critical Infrastructure (SoCI) Act 2018 requires Melbourne Water, as an operator of critical infrastructure, to prepare a Critical Infrastructure Risk Management Program (CIRMP), which has been undertaken and managed by the Security and Emergency Management Team.

Melbourne Water are required to assess roles across Melbourne Water to determine what roles are critical under the Act. All employees working in a role deemed SOCI critical will require additional background checks via AusCheck. This role is deemed critical and the preferred applicant will be asked to undertake an AusCheck.
