About The Role

Reporting to the Project Development Operational Technology Lead, this permanent position plays a critical role in Melbourne Water's Operational Technology team.

As the Senior Control Systems & Asset Manager, Project Development, you will act as the technical authority and asset owner for Operational Technology assets, providing expert leadership across control systems, governance, asset management and project development activities. You will ensure OT systems are operated, maintained and modified in accordance with Melbourne Water policies, standards and management of change requirements while supporting the delivery of critical infrastructure renewal projects.

Working closely with project teams, service providers and operational stakeholders, you will provide technical oversight of OT and SCADA-related projects, ensuring solutions are fit for purpose, risks are appropriately managed and business continuity is maintained.

In this role, you will:

  • Lead the development of OT asset renewal and replacement plans that improve reliability, reduce risk and support long-term business objectives.
  • Provide technical governance and asset stewardship, ensuring OT systems are operated and maintained in accordance with Melbourne Water standards, policies and procedures.
  • Act as the OT subject matter expert for major capital and renewal projects, supporting the planning, design, implementation and commissioning of OT components.
  • Oversee and review Management of Change (MoC) activities, ensuring proposed changes to operational systems are appropriately assessed, documented and implemented.
  • Work collaboratively with project teams, maintenance contractors and operational stakeholders to support the successful delivery of OT-related project outcomes.
  • Provide specialist advice to internal and external stakeholders on OT standards, asset performance and technical risk management.
  • Serve as the technical authority during incidents, leading investigations, diagnosing system issues and providing expert guidance to restore operational performance.
  • Analyse asset and system performance data to identify improvement opportunities and support evidence-based investment and maintenance decisions.
  • Support the ongoing development and implementation of maintenance strategies that maximise asset performance, reliability and compliance.

About You

You are a highly experienced Operational Technology professional with a strong background in industrial control systems, asset management and technical governance. You can confidently balance strategic asset planning with hands-on technical leadership while building strong relationships across a diverse stakeholder group.

You will bring:

  • Extensive experience with industrial control systems including SCADA, PLCs, RTUs, OT networks, CCTV and related automation technologies.
  • Strong knowledge of operational technology governance, asset lifecycle management and risk-based decision-making.
  • Experience supporting the delivery of OT, control system and automation components within complex infrastructure projects.
  • Demonstrated capability reviewing and managing technical change processes within operational environments.
  • Proven expertise in the design, development, maintenance and optimisation of electrical, instrumentation and automation systems.
  • Strong stakeholder engagement skills, with the ability to influence, advise and build trusted relationships across internal teams, contractors and service providers.
  • Experience providing technical leadership during operational incidents, investigations and troubleshooting activities.
  • An Engineering qualification and Registered Professional Engineer Victoria (RPEV) registration, or the ability to obtain registration within six months of commencement.

We offer a hybrid working arrangement with a minimum of 50% in the office. Noting Melbourne Water has multiple operational sites, you will be required to visit site as per operational needs dictate; therefore, it is mandatory that you have a Driver’s Licence.

*Important Information

The Security of Critical Infrastructure (SoCI) Act 2018 requires Melbourne Water, as an operator of critical infrastructure, to prepare a Critical Infrastructure Risk Management Program (CIRMP), which has been undertaken and managed by the Security and Emergency Management Team.

Melbourne Water are required to assess roles across Melbourne Water to determine what roles are critical under the Act. All employees working in a role deemed SOCI critical will require additional background checks via AusCheck. The role is deemed critical and the preferred applicant will be asked to undertake an AusCheck.
